Zoning Inspector, Senior

This is a Full-time position in Atlanta, GA posted November 30, 2020.

nn nn nn Position Open until filled nn nn Salary: Commensurate with experience nn nn nn nn General Description and Classification Standards nn nnThis position has the responsibility of conducting on-site inspections all over the City for compliance to the Atlanta Zoning Ordinance and other related codes.   Staff employed in this position must also conduct joint inspections with other City of Atlanta agencies for quality of life issues.   This position also has the responsibility of reviewing and conducting complex research for the documentation of legal non-conforming uses as well as for the approval of City of Atlanta Business Licenses.  This position must represent the City at public meetings and functions as required and must issue correction notice for violations of the Atlanta Zoning Ordinance and issue court citations for violators for Municipal Court proceedings.   The incumbent must ensure that best in class customer service is provided to both internal and external customers, and embrace, support, and promote the City’s core values, beliefs, and culture.nn nn nn nn nn nn Supervision Received nn nnWorks under very general supervision.

May work independently or with other skilled or semi-skilled workers with responsibility for completion of assigned tasks.

Reports to Lead Enforcement Inspectornn nn nn nn nn nn Essential Duties & Responsibilities   These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

Other duties may be required and assigned.  nn nnEnforces the zoning ordinance and ICC building codes for the City of Atlanta; verifies non-conforming units, structures, uses, parking, etc.

by researching from several sources.nn nn nn nnConduct case reviews and generate statistical reports for executive staff, City Council, the Mayor’s Office, inquiries regarding zoning, land use complaints and other code violations.nn nn nn nnPrepares court briefs and court case dispositions. nn nn nn nnAttend BZA hearings, court hearings and legal meetings when required.nn nn nn nnProvides best in class customer service when responding to telephone calls and office visits from constituents.   nn nn nn nnIssues correction notices and citations.  Inspects, evaluates, and renders decisions of compliance to established zoning ordinances.nn nn nn nnReview and approve sign permits in accordance with the zoning ordinances.nn nn nn nnInvestigates, responds and resolves citizen’s complaints involving potential or possible zoning violations.nn nnIssue violation citations and enforces adherence to zoning ordinances and regulations.

Verifies correction of violation. nn nn nn nnPrepares reports of investigations to include processing of violation letters.nn nn nn nnMaintains and submits accurate and up-to-date records of inspection activities.nn nn nn nnIssues notice to “Post” permits on construction sites, Stop Work Orders, Working Without Permits.nn nn nn nn nn nn Knowledge, Skills & Abilities nn nnAbility to learn building related codes and ordinances adopted and enforced by the City, including currently adopted building codes and zoning ordinances; interpret and apply pertinent federal, state and local laws, codes and regulations.nn nn nn nnAbility to conduct inspections and investigations of zoning violations and prepare detailed and accurate records for use in legal proceedings.nn nn nn nnAbility to establish and maintain effective working relationships with associate personnel, the general public, various departments and agencies.  Ability to communicate with supervisors and other staff members.nn nn nn nnAbility to deal diplomatically in adverse situations; including the ability to secure facts, document information, evaluate data and draw valid conclusions. nn nn nn nnAbility to explain departmental procedures to customers to facilitate zoning compliance; directs customers to appropriate divisions for requested services.nn nn nn nnAbility of comprehend, interpret and apply code regulations and procedures, as well as departmental policies and guidelines.nn nn nn nnAbility to compile, organize, prepare, and maintain an assortment of records, reports and information.nn nn nn nnAbility to use independent judgment.nn nn nn nnAbility to perform the mathematical calculations required by the job.nn nn nn nnAbility to utilize and understand computer applications and techniques required by the job.nn nn nn nnAbility to work under a minimum degree of stress related to duties that require constant attention to detail and tight deadlines.nn nn nn nnKnowledge of zoning regulations and other applicable laws, rules and ordinances.nn nn nn nnKnowledge of methods of land descriptions.nn nn nn nnKnowledge of legal codes, court procedures, precedent cases, executive orders, etc. nn nn nn nnKnowledge of the terminology used within the department.nn nn nn nnSkilled in:  organizing daily inspections, inspection files and test reports; detecting code violations within all required building construction; detecting lack of compliance with approved plans and zoning regulations related to historic preservation and/or urban design; analyzing building plans for existing and new structures for code compliance; effective written and oral communication skills; effective organizational skills.nn nn nn nn nn Qualifications n nn Minimum Qualifications – Education and Experience nn nnBachelor’s degree in real estate, construction management, planning or appropriate related field.nn nn2 years of related experience (equivalent professional experience may be considered for substitution for the required degree on an exception basis).nn nn nn nn nn nn nn nn Preferred Education & Experience nn nnBachelor’s degree in real estate, construction management, planning or appropriate related field and two to three years as a zoning inspector (equivalent professional experience may be considered for substitution for the required degree on an exception basis).nn nn nn nnICC Certified Zoning Inspectornn nn nn nn Licensures and Certifications nn nn
•         Required:  Valid Georgia Driver’s License (must always drive a motor vehicle and maintain a valid Georgia Driver’s License) nn nn nn nn
•         Must be able to pass a pre-employment security, drug and background check for Atlanta Police Department Code Enforcement Agent badge (must always maintain a Special Police license to perform the required job duties).nn nn nn nn nn nn nn nn Essential Capabilities and Work Environment nn Required physical, lifting, and sensory capabilities are requirements to perform the job successfully.
